Position Paper: Building Europe’s Digital Grid Together

Open source is already running in Europe’s energy system, from PowSyBl in the CorNet program to Power Grid Model at three Dutch distribution operators. This LF Energy position paper makes the case that open source collaboration under neutral governance is the delivery model that can scale grid digitalization across Europe.

The paper argues that system operators do not compete with one another, which makes energy a stronger case for building shared software together than the industries that got there first. Open source complements standards such as the IEC Common Information Model and IEC 61850 by giving every vendor and operator the same working implementation. It also builds the in-house capability and digital sovereignty operators will need over the lifetime of their infrastructure.

System operators, suppliers, and policymakers should read the paper and consider how shared open source software can become the default for the sector’s non-differentiating layer. It sets out specific recommendations for system operators and their suppliers, the European Commission, and ACER, CEER, and the national regulatory authorities.
